NEW REGULATIONS FROM THE P.R. OF CHINA REGARDING MANIFEST DATA

The General Administration of Customs Peoples Republic of China (GACC) has released announcement (2017) No.56 adjusting rules on Manifest Data declaration items.

New requirements will allow P.R. China Customs to enhance the safety/security risks controls performed over inbound /outbound vessels and goods by means of strengthened Data declaration.

Main adjustments consist in:

* Enforcement of advanced manifest submission (24Hours prior to Loading) for goods (local Import + Transhipment) discharged in ALL Chinese ports.

* Original Manifest data submitted must contain a detailed, complete and accurate goods description (same must be reflected under all Bills of Lading). See enclosed "Acceptable/Non acceptable commodity description".

* New additional data elements must be included:

FOR CONSIGNOR (Shipper)
Company Code (Mandatory)
Phone Number (Mandatory)
AEO Status (Optional)

FOR CONSIGNEE
Company name (Mandatory if not "To Order")
Company code (Mandatory if not "To Order")
Phone Number (Mandatory if not "To Order")
Contact person, Name and Number (Mandatory if not "To Order")
AEO Status (Optional)

FOR NOTIFY
Company code (Mandatory if Consignee "To Order")
Phone Number (Mandatory if Consignee "To Order")

The new rule will be enforced on June 1, 2018 (date of loading at Foreign POL for inbound Shipments/at Chinese POL for outbound shipments). There will be no grace period.
